Why is this bike path not used in a cycle route?

Why is this bike path not used in a cycle route? For some reason it proposes the long way around. I checked OSM and the map data seems correct, what am I missing?

According to OSM data, bicycles are not allowed here. The cycle path is tagged as vehicle=no, which applies to all types of vehicles, including bicycles.
