This is not normal behavior, so it seems something is wrong on your side. Unfortunately, we don't know which platform you're using, your app version, or any other details.

Please check that your offline maps have been fully downloaded and are not still in the middle of downloading. Then, switch your phone to Airplane Mode and verify that the maps are displayed correctly and work offline.
